As Illinois struggles with a $13 billion
deficit — one of the worst in the country — human services groups
and tax watchdog organizations pushed state lawmakers last week to
raise taxes. The Center for Tax and Budget Accountability released a
study that shows that human service organizations have been
underfunded by $4.4 billion since 2002.

released today, the Center on Tax and Budget Accountability (CTBA)
documented the effects of the state's waning support for human
services. Their conclusion: nonprofit agencies have been left to
cover a $4.4 billion shortfall over the past seven years and shed
