Senate and House Back in Session


The Illinois General Assembly is back in session this week after a two week break. 

From now until the May 31 adjournment lawmakers must find a way to solve the budget crisis and implement a much needed capital plan.

What Are States Doing to Balance Their Budgets?

The National Conference of State Legislatures (NCSL) has released the report State Budget Gaps: FY 2009 & FY 2010.

The report shows half of the states are projecting a cumulative shortfall of $84.3 billion for FY 2010, a gap likely to grow as more states assemble revenue and expenditure forecasts for the coming fiscal period. The state fiscal situation is rapidly deteriorating and the figures for fiscal year FY 2009 and FY 2010 have moved from sobering to distressing.

NCSL's new report, "Update on State Budget Gaps: FY 2009 & FY 2010," provides the latest information on the state fiscal situation.  It includes information from all 50 states and Puerto Rico and is based on data collected from legislative fiscal directors in January 2009.

As bad as they are, these gaps could pale in comparison to what looms ahead. The current recession is already 15 months old and is on track to be the second longest business cycle downturn since 1933. Because state fiscal recovery tends to lag the end of a recession, states could be facing budget problems for some time.

NCSL has compiled a series of tables that document the measures, both proposed and enacted, that states are taking to close their budget gaps. It is based on data collected from various media and government outlets. States are taking a variety of approaches to close their budget gaps and the approaches include both cutting budgets and generating new revenues.
