The findings are not that surprising, given that the vast majority of companies are small, said Ralph Martire, executive director of the Center for Tax and Budget Accountability, a Chicago-based group that advocates for a progressive individual income tax and other ideas to raise Illinois revenues.
While House Speaker Michael Madigan recently surprised many observers by calling for a big cut in corporate income taxes to create jobs, property taxes are a far bigger burden for most Illinois companies, Mr. Martire said. “This whole discussion on income taxes is just off point.”
