CTBA released a study which sheds a light on state funding for human services over the last decade. The study, titled Illinois State Funding for Human Services in Context: Reduced Funding in FY2011 would continue long-term pattern of cuts, harm vulnerable populations and fall disproportionately on small to midsized businesses, hurting the state economy, finds that after adjusting for inflation and population growth, Illinois under funded human services by $4.4 billion from Fiscal Year 2002 through Fiscal 2010.

Chicago area non-profit, charitable hospitals spend only one dollar on charity care for nearly every three dollars they receive in tax breaks. This gap suggests non-profit hospitals are not fulfilling their public obligation to provide free or discounted care to low-income, uninsured families, according to a new report, An Update: An Analysis of the Tax Exemptions Granted to Cook County Non-Profit Hospitals and the Charity Care Provided in Return, released April 10, 2009 by the bi-partisan Center for Tax and Budget Accountability (CTBA).
