HJRCA 49: A Constitutional Amendment Regarding the Rules Governing Pension Benefit Increases

This Issue Brief provides an overview of the state pension systems' underfunding  and an analysis of House-Joint Resolution Constitutional Amendment (HJRCA) 49. HJRCA 49 would create a new section to the Illinois Constitution. The new section would create a constitutional requirement that any legislation that increased pension benefits would require three-fifths (3/5) approval by both houses of the General Assembly.
