This Report analyzes the fiscal impact of the coal industry on the Illinois state budget for Fiscal Year 2011 and finds that the overall impact amounted to a net cost for Illinois and its taxpayers. CTBA completed this project in partnership with Downstream Strategies. The report was commissioned by the Sierra Club, Prairie Rivers Network, Faith in Place, and Eco-Justice Collaborative.
