Issue Brief: A Comparison of Major Illinois Tax Proposals

This Issue Brief analyzes several pieces of legislation that were introduced in 2010, which aimed at reforming Illinois' tax policy in order to fix the state's deficit and other fiscal problems. The legislative bills were Senate Bill 750 and House Bill 174. Other tax proposals analyzed were advocated for by  Cook County Assessor James Houlihan and Gubernatorial candiates Governor Pat Quinn and Daniel Hynes.
