Moving Forward: Policies to Make Illinois Competitive in a Global Economy

CTBA's Annual Fiscal Symposium, "Moving Forward: Policies to Make Illinois Competitive in a Global Economy", featured Michael Mazerov, Senior Fellow at the Center on Budget and Policy Priorities in Washington, DC. Mr. Mazerov explained why cutting taxes is not an effective means of boosting economic growth, creating jobs, and enhancing entrepreneurship. Instead, he indicated why states should prioritize investing in education, worker training, public infrastructure and targeted assistance to small business.

Mr. Mazerov's work focuses on state and local taxation of business under corporate income and sales taxes, including taxation of Internet commerce. He has written reports on strategies for closing state corporate income tax loopholes and broadening state sales taxation of services. In 2010, State Tax Notes magazine named Mr. Mazerov to its "All Decade State Tax Team."

A panel discussion followed, moderated by Craig Dellimore, Political Editor for WBBM Newsradio 780 AM and 105.9 FM.

Panelists included:

  • Reverend Byron T. Brazier, Pastor, Apostolic Church of God, Network of Woodlawn
  • Senator Toi W. Hutchinson, (D-40, Olympia Fields), Chairperson, Senate Revenue Committee
  • Theresa Mintle, President and CEO, Chicagoland Chamber of Commerce
  • Representative Donald L. Moffitt, (R-74, Gilson), House Elementary and Secondary Education Committee
